CEO Nancy Macharia summoned to appear in the Senate next week
The Senate Standing Committee on Education is established under standing order 228(3) of the Senate Standing Orders and is mandated to consider all matters related to education and training.
Standing order 53(1) of the Senate Standing Orders provides that a Senator may request or a Statement from a Committee relating to any matter under the mandate of the Committee that is of county- wide, inter- county, national, regional or international concern.
Pursuant to this provision, al the sitting of the Senate held on Thursday, 16th February. 2023, Sen. Alexander Munyi Mundigi. MP, requested for a Statement from the Standing Committee on Education regarding he reversal of delocalization of teachers policy in Embu County by the Teachers Service Commission (TSC).
In the Statement, the Senator requested the Committee to:
- State the number of requests received by the TSC from teachers wishing to transfer to schools in their home counties following the reversal of delocalization of teachers policy by Government, stating why it has taken inordinately long to comply with the Government directive;
- Inform the Senate how many requests by teachers to be transferred to heir home counties have been grunted. Giving a breakdown per county and further state when the pending requests will be processed
- State reasons why the TSC is authorizing the transfer all teachers from other counties to Embu County, while not approving similar requests by teachers whose home county is Embu even after the said teachers requested the TSC to be transferred back to their respective sub- counties in Embu; and
- Spell out measures in place to address challenges faced by the TSC in implementing the reversal of delocalization of teachers policy by Government.
The purpose of this letter is to invite you to a meeting of the Committee to be held on Wednesday 8th March, 2023 at 9.30 am to deliberate on the aforementioned issues. The meeting will be held in Committee Room 5, Main Parliament Buildings.
