
Changes on TSC Payroll 2023
Dr. Nancy Macharia published a groundbreaking announcement in a TSC Dare circular on April 4, 2023: the launch of the revolutionary unified payroll number (UPN) for teachers’ payroll.
An order from the Head of the Public Service in August of last year led to the adoption.
The National Government has made significant progress in modernizing its human resources system by deploying the Unified Human Resource System (UHR). The Head of the Public Service recently informed all Public Service organizations of this decision, ushering in a new era of streamlined and integrated HR practices.
On August 4, 2022, the UHR will go into effect in its entirety, bringing with it a multitude of benefits for both employees and businesses.
This innovative technology will act as the central repository for all data related to human resources in the public sector, including crucial information like payroll data.
To increase productivity and streamline procedures, an integrated data platform is now being developed. One of the proposals given in the CARPS Report (2015) was to develop a “Unified Human Resource and Payroll Number generating system (UHR and IJPN) for the Public Service.” These recommendations led to the creation of this program
The Allocation System for Unified Payroll Numbers (UPN) mandates that each public employee be assigned a distinct and permanent identifying number.
TSC has decided to give each payroll member, including the esteemed teachers, a unique UPN number beginning in March 2023. On the employee’s pay slip or teacher’s payroll in the T-Pay System, there are two unique identifiers: the TSC/Employment number and the UPN, also referred to as the payroll number.
