The government views the improvement of its human resources as a top priority and a crucial plan for achieving national growth. A internationally competitive and adaptable human resource base that will significantly support the economic, social, and political pillars that form the basis of national growth is what is envisioned in Vision 2030, the country’s long-term development blueprint.

Therefore, this necessitates the need for highly qualified, effective, and motivated public service personnel who have acquired the necessary skills and competencies through education and training.

In order to facilitate access and manage the Fund on behalf of the government, the Ministry and the Higher Education Loans Board (HELB) have signed a Memorandum of Understanding (MoU).

This Circular is intended to let all TSC workers know that they have access to the training center and can pay for their own professional development.

Please find attached the loan application requirements, funding requirements, and eligibility criteria.
