TSC Issue Dates for P1, JSS Interns Contract Renewal

The Teachers Service Commission (TSC) has devised a plan to initiate the recruitment of grade 8 teachers and extend contracts for existing intern teachers. The commission aims to enlist at least 18,000 intern teachers for junior secondary school (JSS) and deploy them before schools reopen in January. The recruitment and contract renewal for interns are scheduled to commence immediately after the conclusion of the last KCSE exam paper.

Intern teachers currently in service, who were initially recruited in January, will need to renew their accident cover (insurance) for a twelve-month period. The renewal of internship contracts will be automatic for those who wish to continue their roles as interns. TSC has determined that intern teachers will be confirmed on permanent terms in 2025, a decision met with opposition from teachers who object to the requirement of serving for two years before attaining permanent and pensionable terms.

In the past, TSC recruited intern teachers and integrated them into the permanent and pensionable (pnp) payroll after one year of service. However, the recent shift in policy is attributed to the substantial number of intern teachers the Commission has recruited, coupled with the challenges posed by the country’s struggling economy.

During an appearance before the Education Committee in Parliament, TSC’s Director of Staffing, Antonina Lentoijoni, and TSC’s Director for Legal Affairs, Calvin Anyuor, asserted that all 46,000 teachers employed on internship terms would be automatically converted to pnp status after completing two years of service. The Commission emphasizes that no teacher will be permanently employed without undergoing the two-year internship process.

TSC reports having 46,000 teachers on its payroll, spanning primary and secondary schools, including junior secondary, serving on internship terms. While the Commission defends its policy, allowing teacher internship service for a maximum of two years, many intern teachers express demoralization, particularly due to inadequate pay that does not align with the current cost of living.

TSC, which recruited 20,000 intern teachers in February and another 20,000 in August, posted a total of 1,995 intern teachers to schools in January 2022. Additionally, internship contracts for 4,005 teachers were renewed, bringing the total number of intern teachers to 46,000. TSC intends to recruit an additional 20,000 intern teachers to support Grade 8 classes starting in January next year. Interns attached to primary schools receive a monthly stipend of Kshs. 15,000, while those in secondary schools receive Kshs. 20,000. However, deductions for secondary school interns amount to around sh. 3,000, and primary school interns lose approximately sh. 2,000.
