Circular TSC from August 2023. The Teachers Service Commission has announced 32,675 promotion positions for teachers in job groups C1 through D5.
Hired and promoted instructors must submit seven documents after their interviews in order to be confirmed in their new positions. Public employees, often known as State Officials, are required by Chapter 6 of the Constitution to exhibit leadership and integrity.
As a result, organizations want clearance certificates to confirm a worker’s character, knowledge, and suitability.
In accordance with Chapter Six of the Kenyan Constitution, which is devoted to “Leadership and Integrity,” the five documents specified below are necessary.
- Valid Certificate of Good Conduct from the Directorate of Criminal Investigations
- Clearance Certificate from the Higher Education Loans Board
- Tax Compliance Certificate from KRA
- Clearance from Ethics and Anti-Corruption Commission
- A Clearance Certificate from an approved Credit Reference Bureau CRB
Tax Compliance Certificate (TCC)
A TCC, also known as a Tax Clearance Certificate, is an official document given by KRA that serves as verification that you have filed and paid all of your taxes.
Tax Compliance Certificates are issued for free and are only good for twelve months.
Taxpayers obtaining a Tax Compliance Certificate must be compliant in the following areas:
- Filing of tax returns on or before the due date for all applicable tax obligations.
- Payment of tax on or before the due date.
- Clearance of all outstanding tax debt.
Helb Compliance Certificate
After repaying the loan, a HELB beneficiary receives a Certificate of Clearance. This service is free of charge.If you did not receive a HELB loan, you can obtain a Non-loanee Compliance Certificate through the HELB Portal or the e-Citizen Portal.
This service is free of charge.

Certificate of Good Conduct
This is a certificate provided by Kenya’s Directorate of Criminal Investigations certifying an applicant’s criminal record.
This certificate costs Sh 1,050 and is payable by M-pesa paybill.
EACC Clearance
No certificate is given in this case. However, a self-declaration form downloaded from the Ethics and Anti-Corruption Commission (EACC) is completed in duplication (two copies).
The applicant must sign the form and have a commissioner for oaths or magistrate attest to their signature.
The applicant may drop off the completed application in person or on his or her behalf at any Huduma Centres nationwide or at the EACC Head Office at Integrity Centre, Nairobi.
EACC certification is free, however you must pay a commissioner for oaths or magistrate around ksh500.
Along with the self-declaration form, please include the following documents:
- Copy of identity card or passport.
- Copy of KRA PIN Certificate.
- Copy of Academic certificates (High School Certificate, Diploma, Degree).
CRB Clearance Certificate
The CRB (Credit Reference Bureau) grants consumers CRB clearance, which is a certification that serves as a “clean bill of health” on their credit history.
This is often provided by a CRB; you can get a CRB Clearance from any of Kenya’s three CRBs (Metropol, TransUnion, and CreditInfo).
People who have fallen behind on their loans or have defaulted on them do not receive clearance from CRBs.
A processing cost of Kshs. 2200 .
NOTE. It is an offence under Section 46 (1) (d) of the Leadership and Integrity Act, 2012 to provide false information. It is punishable by a fine of Kshs. 5 million or imprisonment for a term of 5 years or both
