WHY TSC Will Delay August 2023 Salaries for Teachers
Teachers employed by the Teachers Service Commission (TSC) will encounter a delay in receiving their August salaries due to unsuccessful negotiations on revising the 2021-2025 Collective Bargaining Agreement (CBA) held in Kabete, Nairobi. The Kenya National Union of Teachers (Knut) and the Kenya Union of Post Primary Education Teachers (Kuppet) will engage with the TSC again in Naivasha next week to attempt reaching a consensus on salary adjustments.
Until the CBA discussions conclude, the Commission plans to withhold August salaries, which were expected to include the salary increments advised by the Salaries and Remuneration Commission (SRC).
The TSC has already fulfilled some financial obligations on behalf of teachers, like insurance premiums and loans. This situation suggests that due to the extended negotiation process, teachers might not receive their August salaries until the following Friday.
Furthermore, the TSC intends to publish and release updated salaries and allowances for teachers in job groups B5 to D5. Although the SRC had previously announced a 7-10% salary increase, the Commission aims to incorporate this raise into the 2021 CBA with teachers’ unions. The unions had rejected the TSC’s initial salary proposal ranging from 2.4% to 9.5%.
Union representatives had initially negotiated the 7-10% increase with President Ruto during a meeting at State House while he was seeking support for the Finance Bill 2023, which has now become law.
The salary changes were meant to address economic challenges in the country, but the current stance of the TSC is viewed as insufficient by the unions.
Negotiations were originally planned for 2020 but were delayed due to the pandemic. In July 2021, the unions accepted a Collective Bargaining Agreement that lacked a financial component, anticipating a review under better economic conditions.
