Kisii Governor Simba Arati has raised concerns that staff members who were employed using their identity cards do not have the right qualifications and experience for the job they were hired to do.

Citing an audit report by the National government, the governor regretted that the county does not have sufficient funds to implement various development projects due to the bloated wage bill.

“Employees qualified for promotion have not been promoted for nearly eight years. In some instances, those not qualified, some lacking academic credentials continue to be enabled,” Arati told Members of the County Assembly during his address to the House this week.

Pensionable basis

He added: “How do you explain instances where some staff members are on a permanent and pensionable basis with a copy of their national ID as the only qualification?”

Governor further noted employment of drives did not follow the right procedures as it was done to please certain individuals.

Arati said the National Headcount Audit Review on the payroll for national and county governments done by the Ministry of Public Service revealed anomalies in the county’s payroll ranging from shared accounts and tax evasion.

“We have 24 cases of shared bank accounts, 192 have the same IDs with different tax Pins, 1,028 duplicated arrears payment, 2,588 cases of both special and rental allowance,” he said.

He added: “My administration will soon outline measures to realise a functioning workforce.”
